Concession Operations at North Mt. Carmel Recreation Center - Annual Contract
Henry County Government is seeking proposals from qualified vendors to operate and manage a concession within the North Mt. Carmel Recreation Center. The selected operator will be responsible for providing high-quality, consistent food and beverage service in a safe, clean, and customer-focused environment. The Contractor shall furnish all labor, materials, equipment, and services required to fulfill the terms and conditions of this bid.
RFP's will be accepted until 3:00 PM local time on September 23, 2026. Late RFP's will not be considered nor returned. RFP's submitted by mail, common carrier or delivered in person will be received by Henry County, Purchasing Department, located at 140 Henry Parkway, McDonough, GA 30253. Electronic RFP's are to be submitted through the County's eProcurement Portal at (https://procurement.opengov.com/portal/henryga). Emailed or faxed RFP's will not be considered.
RFP's may not be withdrawn for sixty (60) days after the time and date set for closing, except as allowed by OCGA. Henry County reserves the right to reject any and all proposals and to waive any technicalities.

A Non-Mandatory Pre-Proposal Conference and site visit has been scheduled
on September 2, 2026, at 307 North Mt. Carmel Road, Hampton, GA 30228.
Attendance at the Pre-Proposal Conference is not mandatory for Proposers
responding to this proposal; proposers must attend. We encourage proposers to
attend.

Deadline for requests for clarifications and questions. Any possible exceptions
to the bid specifications and/or terms and conditions should be addressed
during this phase.
The awarded vendor will operate the concession stand during the youth basketball season (weekday practices, Saturday and possible Friday games) and at special events as requested by the Parks and Recreation Department. The vendor must furnish all equipment, appliances, point-of-sale systems, and an electronic payment system, maintain cleanliness and sanitation, and develop a menu subject to County approval, excluding alcoholic beverages. The vendor must submit to periodic financial audits, report gross receipts monthly, and pay the County either a flat monthly fee or a percentage of gross sales under a revenue-sharing model. All employees must pass a State and Federal criminal background check prior to providing services.
