The City of Snellville is soliciting competitive sealed proposals from qualified service providers to provide Banking Services on 3-year contract with two 1-year renewal options.
Proposals must be returned in a sealed container marked on the outside with the Request for Proposal number and Company Name. Proposals will be received until 2 P.M. local time on Tuesday, September 15, 2026 at Snellville City Hall, 2342 Oak Road, Snellville, Georgia 30078. Any proposal received after this date and time will not be accepted. Proposals will be publicly opened and only the names of submitting firms will be read at 2 P.M. Proposals are legal and binding upon the proposer when submitted. Four (4) bound copies, and one (1) PDF Electronic Copy without FEE SCHEDULE should be submitted.
The FEE SCHEDULE should be in a separate sealed envelope.
Proposals, in the case of Corporations not chartered in Georgia, must be accompanied by proper certification stating that said corporation is authorized to do business in the State of Georgia. No Proposer may withdraw their Proposal within sixty (60) days after the actual date of opening.
The City reserves the right to waive any informality and any technicalities, and to reject any or all proposals if it is deemed to be in the best interest of the City to do so. The written proposal documents supersede any verbal or written prior communications between any parties.

The selected banking institution will manage 14 specified bank accounts (General Fund, Payroll, Confiscated Assets, Urban Redevelopment Fund, Hotel Motel Tax, Tree Bank Fund, 2023 SPLOST, Sanitation Fund, Stormwater Fund, Excess Tax Sale Funds, School Zone Safety Program, and three confiscated asset accounts). Services include online banking for ACH and book transfers, same-day availability for certain deposits, electronic funds transfer processing, interest on collected balances, collateral pledging at 110% of expected monthly balances, positive pay for all disbursements, wire transfer facilities, monthly bank statements and account analysis, electronic accounts payable, payroll direct deposit for approximately 150 employees, returned check re-deposit, overdraft procedures, equipment lease master agreement, and credit card services. The City prefers a bank with a Bauer Financial Rating of 4 Stars or Greater and will consider only institutions with business operations accommodating local deposits within Snellville.
