The sculpture is a fiberglass cow that will be donated to the City of Brookhaven from DeKalb County. The Cow represents DeKalb County's historical roots as a dairy and agricultural hub.

The "Cows are Coming' project will serve as a community-building project in partnership with DeKalb County. PROPOSAL LETTER
We propose to furnish and deliver all the deliverables and services named in the attached Request
for Proposal (RFP).
The selected artist will design and paint a fiberglass cow (approximately 125 pounds) off-site at a city-owned location. The cow has an epoxy primer that must be sanded or buffed before paint is applied. An anti-vandalism-resistant clear coat is required. The artist must submit a preliminary design, narrative description, maintenance plan, and itemized cost estimate. The City will cover the cost of all paint and related supplies and will handle transport and installation.
