The second document is City of Decatur Standard Professional Services Agreement, which contains all the standard forms potentially required to accompany a submission. Both documents together constitute the entire RFP at the time of issuance.
Submittal of a proposal indicates acceptance of the conditions contained in the RFP. The City of Decatur reserves the right to retain all proposals submitted. All proposals are public records to the extent required by the Georgia Open Records Act. The City of Decatur reserves the right to accept or reject any or all proposals, to waive informalities, to negotiate changes in the scope of work or services to be provided and to otherwise waive any technicalities. Such an award, if any, is expected to be made within sixty (60) days from the proposal opening.

The core elements of the desired system involve managing the full employee lifecycle — from recruiting and onboarding through timekeeping, payroll, performance management, and benefits — in a single integrated platform. The system must accommodate the distinct operational needs of all seven City departments, with particular complexity in the Fire and Police Departments. Key functional areas include Core HR and Employee Records, Timekeeping and Attendance (including FLSA 7(k) compliance for Fire and comp time automation for Police), Payroll Processing or integration, Leave Management with electronic workflow, Recruiting and Applicant Tracking, Onboarding, Performance Management, Benefits Administration and Open Enrollment, Reporting and Analytics, Learning Management System (LMS), Employee and Manager Self-Service, and a Mobile Application. The system must support multiple clock-in methods, geo-tracking for field workers, electronic leave and status change workflows, and integration with Microsoft Dynamics GP and PowerDMS.
