The selected firm will serve as the District's independent municipal advisor and fiduciary, providing services including strategic financial planning, ESPLOST 7 cash flow modeling (FY2028–FY2032), financing strategy and phased issuance planning, market analysis and method of sale recommendation, debt structuring and pricing oversight, credit rating and financing team coordination, underwriter procurement support, transaction execution, and post-issuance advisory. The scope also includes potential issuance of up to $500 million in bonds associated with the continuation of EPLOST VII, subject to voter approval on November 3, 2026.
