Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary
for Alum Sludge Removal & Disposal will be received by the Owner in the Council Chamber at the
Hartwell City Hall, 456 East Howell Street, Hartwell, Georgia, until 1:00 PM, local time, on July 28,
2026 and then at said office publicly opened and read aloud. Any sealed bids received after this date
and time will not be accepted.
The City of Hartwell owns and operates two (2) sludge lagoons at the City’s Water Treatment Plant
on Reed Creek Highway. Each lagoon is approximately 0.2 acres in size and is holding approximately
a 7-foot depth of sludge.
The Project consists of but is not limited to the following major elements: Furnishing all materials,
tools, equipment, and labor necessary for removing solids from the water treatment plant lagoons,
dewatering the material, and transporting it for disposal. Material may be transported to a permitted
landfill for disposal or to beneficial use sites for land application. If land applied, the material shall be
registered with the Department of Agriculture as a “soil amendment”, and the material shall be applied
