Proposals may not be considered unless so received.
Proposals shall include:

Three (3) printed copies
One electronic PDF copy
Any questions and/or misunderstandings that may arise from this invitation shall be submitted in writing by 10am, August 10, 2026, to Mark Teal, PE at TealE2.Consulting@gmail.com. The City will not respond to any questions received within 10 days prior to August 20, 2026. The selected contractor shall furnish all labor, equipment, vehicles, tools, supervision, testing equipment, traffic control, and incidental materials necessary to perform emergency repairs (including red-red flash, dark intersections, knockdowns, vehicle damage, cabinet failures, power failures, detector failures, communication failures, flashing operation, malfunctioning pedestrian equipment, UPS failures, and fiber optic failures), preventative maintenance (minimum two times annually per intersection, including cabinet cleaning, controller review, conflict monitor testing, detection testing, signal head inspection, pedestrian equipment testing, pole and mast arm inspection, and communication equipment inspection), annual testing (conflict monitor, cabinet voltage, ground resistance, flash transfer, battery backup, UPS, and generator transfer), signal timing support (timing adjustments, coordination updates, time-of-day programming, detector sensitivity adjustments, special event timing), and construction support (temporary signal operation, signal shut-downs, signal relocations, temporary traffic control support).
