Camden County Board of Commissioners is currently seeking competitive proposals from qualified contractors to repair Underground Steam Line at Kingsbay Navy Base. Competitive sealed proposals will be received by the Camden County purchasing office.
Sealed proposals must be received at the office of the Purchasing Officer, P.O. Box 99, 200 East 4th Street, Woodbine, GA 31569 no later than 2:30 p.m. on Thursday, October 1, 2026, referencing UNDERGROUND STEAM LINE REPAIR KINGBAY NAVY BASE- PROPOSAL #P27-4200-06, at which time they will be opened and proposers name publicly read. No bid shall be withdrawn after the closing time for a period of ninety (90) days.
Digital Proposal Documents will be available for download on the Camden County website Purchasing Page www.camdencountyga.gov after 8am on Thursday, September 3, 2026.

The Camden County Board of Commissioners is seeking proposals to furnish all labor, equipment,
and materials for replacing an underground steam line on the Naval Base Kings Bay.
SUBMISSION: One (1) original and three (3) copies of required proposal document must be submitted in
a sealed envelope marked “UNDERGROUND STEAM LINE REPLACEMENT Proposal #P27-4200-06”,
mailed or dropped off at the address below.

The proposal opening will be conducted in person on October 1st, 2026 at 2:30PM, in the historic court room,
located at 200 East 4th Street, Woodbine, GA 31569. Proposal prices will not be read.
Proposals will be accepted at the above address until the time and date specified above, and immediately after
will be publicly opened and contractor names only will be read aloud.
Proposals received after the required time or in any other location other than the Purchasing Office will not be
accepted. Camden County will not be held liable for misdirected deliveries nor deliveries that are late due to
shipping carrier. Faxed submissions will not be accepted.
The contractor must install two (2) new 240-linear-foot underground pre-insulated steam piping runs using open-cut trenching and jack-and-bore under active railroad tracks, isolate and abandon existing degraded steam lines, perform utility verification, trenching, dewatering, backfilling, compaction, sidewalk demolition and replacement, and all required testing including radiographic testing, hydrostatic pressure testing, and soil compaction testing. Work is at Naval Submarine Base Kings Bay, with security clearances required.
