The actuarial services are provided Department wide and include Discrete Billable Services (property and casualty rate and rule filing reviews, annual Delaware Compensation Rating Bureau filing review with expert witness testimony, captive applications review, captive annual financial reviews, accident and health rate filing reviews, life and annuity form filing reviews, consulting for the Office of Value Based Health Care Delivery, and review of long-term care and Medicare Supplement rates) and Discretionary Non-Billable Services (as-needed advice on legislative changes, Department staff inquiries, expert advice on short-term issues, responses to NAIC inquiries, review of loss reserve discount rates, and review of reinsurance agreements).
