The city is soliciting bids from qualified contractors for the SETTLERS PARK PHASE 2 PROJECT located north of Bass Pro Court and west of SH 26 on 22.9 acres of public land including a 6.2-acre lake. The project is receiving funding assistance through the Land and Water Conservation Fund, U.S. Department of the Interior, National Park Service, and administered by the Texas Parks & Wildlife Department. This project is subject to the Build America, Buy America Act (BABA). Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The intent is to award a primary contract based on low bid that meets or exceeds specifications in accordance with the provisions of the current Texas Local Government Code Title 8. Enhancements to include the installation of concrete drive, parking spaces, concrete trails, soft surface trails, dry stack stone retaining walls, kayak launch and floating docks, fishing pier, primitive camp sites, pavilion structures, site furnishings, trail lighting, and site utilities in a natural park setting with the intent to work with the existing natural resources and reasonably preserve existing natural conditions. PRE-BID CONFERENCE AND SITE VISIT A site visit to observe the entire scope of the project is recommended. It is each individual contractor's prerogative to visit the site. There is NO scheduled site visit organized by the city. All questions regarding the terms, conditions or specifications of this bid must be submitted by 10:00 a.m. CT, 2026, through the eBid system. BID BONDS Each bid shall be accompanied by a Certified Check, or Cashier’s Check, or an acceptable bid bond issued by a surety licensed to conduct business in the State of Texas in the amount of 5% of the greatest total amount of Bid. Bid security shall be made payable to, and shall revert to, the City of Grapevine in the event the successful Bidder shall fail to execute the contract and/or Performance and Payments Bonds, if required, within fifteen (15) days after receipt of the contract for execution. The City of Grapevine reserves the right to retain the Bid Security of the next two lowest bidders until low bidder enters into contract or until 120 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable. If a Bidder refuses to enter into a contract, the City of Grapevine will retain the Bid Security as liquidated damages, but not as a penalty. Please upload a copy of the bid bond and mail an original within 5 days. You may also call and schedule a day to drop of the original. PERFORMANCE BOND, PAYMENT AND MAINTENANCE BONDS Performance and payment bonds must be submitted within 10 days after notice of award of contract. The maintenance bond shall be submitted at the pre-construction meeting. The Texas Government Code mandates that a municipality contracting for public work in excess of $50,000 shall require its contractor to execute a payment bond. A performance bond is required if the total contract price exceeds $100,000. The contractor shall guarantee all public improvements for a period of one (1) year after the date of final acceptance by the City. A maintenance bond shall be in an amount equal to twenty-five (25) percent of the cost of construction.
