2026-IFB-022-STX Landscaping Servies Emergency Housing The Virgin Islands Housing Finance Authority (VIHFA) invites sealed bids from qualified and licensed contractors for the completion of landscaping and grounds maintenance services for its Emergency Housing Communities on St. Croix. The successful Contractor shall be responsible for maintaining the properties in a safe, clean, and well-maintained condition through routine monthly services, including litter removal, mowing, edging, trimming, weed control, shrub and hedge maintenance, debris monitoring, and final site cleanup. The Contractor shall provide all labor, supervision, equipment, materials, tools, and transportation necessary to perform the required services in accordance with the specifications outlined in this solicitation This Invitation to Bid (ITB) is issued on July 8, 2026, through VIHFA’s IonWave e-Procurement System. All bids, questions, communications, and addenda related to this solicitation shall be submitted and accessed exclusively through the IonWave portal at https://vihfa.ionwave.net. Proposals must be submitted electronically no later than August 5, 2026 at 4:00 PM Atlantic Standard Time (AST). All questions concerning this must be submitted in writing through the IonWave e-Procurement System no later than July 24, 2026 at 11:59 PM AST. Responses to all timely questions and any addenda will be issued through IonWave no later than July 24, 2026 4:00 P.M. (AST). Bids will be evaluated primarily on price and compliance with the requirements of this IFB. VIHFA reserves the right to reject any and all bids and to award to the lowest responsive and responsible bidder. The Authority retains the right, at its sole discretion, to reject any or all responses to this IFB, in whole or in part; to waive any informalities, technicalities, or omissions contained therein; and/or to cancel this procurement process at any time. Furthermore, the Authority reserves the right to reject any response if a parent, subsidiary, affiliate, or predecessor in interest of the Respondent, or any proposed subcontractor or supplier included in the response, has pending litigation or claims against the Authority, should the Authority determine that such matters may adversely affect the ability of the parties to collaborate effectively under this IFB, or for any other reason as deemed appropriate by the Authority. Any responses subject to rejection will be returned to the respective Respondent.
