\\\*THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. PURPOSE: The purpose of this solicitation is to receive responses and award a contract to Contractor(s) who shall provide Snow Removal and Ice Control Services for the Bureau of Criminal Apprehensions (BCA) Mankato and Minnesota State Emergency Operations Center (MSEOC) Blaine facilities on an as needed basis. All services provided by responders must meet those defined within Exhibit C: Specifications, Duties and Scope of Work and further illustrated under Exhibit E: Facility Maps under the Sample Contract and Exhibits. CONTRACT VALUE: The estimated total dollar value of the contract for one year is $100,000.00 to $125,000.00. However, this shall not be construed as either the minimum or maximum amount. It shall also be understood and accepted by the responder that any quantities shown in this solicitation are estimated quantities only and impose no obligation upon the State either minimum or maximum. CONTRACT PERIOD: The term of this contract is anticipated to be from October 1, 2026, through September 30, 2028, with the option to extend up to an additional 36 months in increments determined by the State. Mandatory Virtual Pre-Proposal Meeting: A Mandatory virtual pre-proposal meeting will take place on July 15, 2026 from 1:30-2:30 PM CST. Contact Kara Ramm at kara.ramm@state.mn.us prior to July 8, 2026 to register to attend the mandatory pre-proposal meeting and obtain information for how to access the virtual meeting.
