All Offerors should familiarize themselves with the following INSTRUCTIONS TO OFFERORS and GENERAL REQUIREMENTS:\nI. INSTRUCTIONS TO OFFERORS\n1\tPROPOSAL DELIVERY, TIME & DATE\n1.1\tLubbock Power & Light will receive written electronic competitive proposals for, RFP #7133-26-ELD, LP&L 50 MVA Transformer for Oliver Substation until 2:00 p.m. CST, August 4 2026. Proposals must be submitted on Lubbock Power & Light Bonfire Portal. \n\thttps://lpandl.bonfirehub.com/portal/\n1.2\tOfferors are responsible for making certain proposals and proposed contracts are submitted on the Lubbock Power & Light Bonfire Portal. Lubbock Power & Light assumes no responsibility for errant delivery of proposals.\n1.3\tProposals will be accepted through the Lubbock Power & Light Bonfire Portal only. No proposals will be accepted by oral communication, telephone, electronic mail, telegraphic transmission, or telefacsimile transmission. LP&L WILL NOT ACCEPT FAX PROPOSALS OR ELECTRONIC SUBMITTALS.\n1.4\tProposals may be withdrawn prior to the above scheduled time set for closing. It is the Offeror’s responsibility to advise Lubbock Power & Light Purchasing Manager if any language, requirements, etc., or any combinations thereof, inadvertently restricts or limits the requirements stated in this RFP to a single source.
