Contracted Special Education Services

Scope: In compliance with Government Code 2254.003, Plano Independent School District is seeking to retain qualified persons and/or companies to provide professional and/or consulting services in the area of General Education and Special Education. The Plano ISD (“District”) is requesting qualifications of licensed professional counselors, clinical social workers, life coaches, to assist the with providing specialized services for district general education students and students with special needs in the areas of counseling, therapy, psychological educational classes, and consulting and other services, including, but not limited to, those outlined below under Scope of Services. The specific job titles sought by Plano ISD are: Speech Language Pathologist, Bilingual Speech Language Pathologist, Assessment Specialist/Diagnostician, Physical Therapist, Audiologist, Occupational Therapist, Music Therapists, Deaf Education interpreter or Communication Assistant, Bilingual Diagnostician, Certified Bilingual Academic Language Therapist or Dyslexia Specialist, Board Certified Behavior Analyst, Licensed Specialist in School Psychology, Registered Behavior Technicians, Behavior Technicians and behavior trained paraeducator, and any other professional in the area of Special Education. This RFP document describes the services required by the District, the information that must be included in submissions, the format for submissions, and evaluation criteria. Our objective is to establish a pool of vendors to be used on an annual basis. Qualified vendors will remain in the pool for one year commencing with date of Board approval. In addition, there is an option to auto-renew for an additional four years if Plano ISD wishes to do so and if all key parties agree. Plano ISD reserves the right to suspend or delete consultants throughout the term of this contract. Plano ISD serves approximately 44,000 students and has 68 schools over 100 square miles in Southwest Collin County. Any Proposer needs to be willing to meet the stated current services as a minimum and clearly outline in their proposal any deviations from those stated in this RFP. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200, USDA and TDA requirements to procure vendors who provide goods and/or services purchased by Plano ISD using federal dollars. This proposal may be used with local, state, federal and grant funded programs. ANNUAL EXPENDITURE: The estimated annual expenditure for this contract is approximately $4,000,000 per year. However, this estimate should not be construed to be a guarantee of either minimum or maximum since usage is dependent upon actual needs and available funding. TERM: The contract term is for an initial one (1) year term. This contract, upon agreement of both the successful vendor and the Plano ISD, will automatically renew for four (4) additional years if all parties agree. Plano ISD has the option to extend this RFP at the end of the performance period for up to 120 days if determined to be in the best interest of the district to ensure availability of products and/or services. Plano ISD will issue subsequent RFPs as needed.
