- 1. BACKGROUND
Fort Pierce Utilities Authority (FPUA) operates a critical above ground fuel infrastructure, including gasoline/diesel tanks and a liquefied natural gas (LNG) system. Assessments, internal studies, and coordination with stakeholders have confirmed that protective blast rated barriers are required to safeguard adjacent neighbors, nearby structures, and essential FPUA operational assets. These requirements reference HUD environmental review conditions and Acceptable Separation Distance (ASD) criteria outlined in 24 CFR Part 51 Subpart C and the HUD Barrier Design Guide 6600.G.
FPUA seeks a single turnkey provider for hazard modeling, engineering, permitting, materials procurement, construction, commissioning, and closeout of two independent blast wall enclosures.
2. OBJECTIVE OF PROPOSAL
Fort Pierce Utilities Authority (FPUA) is accepting proposals from qualified, licensed and insured contractors to provide a Turnkey Predesigned Blast Wall Enclosure(s) Installation for Fuel Tank Protection at Energy Services Center (ESC) located at 1701 South 37th Street, Fort Pierce, Florida 34947. FPUA to select qualified contractor to deliver complete, design built, HUD compliant blast wall systems, including:
• One enclosure for the above ground gasoline/diesel fuel tanks
• One enclosure for the Liquified Natural Gas (LNG) fueling station tank
• Full hazard modeling (blast, thermal, dispersion)
• Full structural and civil design
• All permitting and regulatory submittals
• Complete construction, commissioning, and turnover of finished systems
• FPUA anticipates an approximate project completion date of March 1, 2027.
All work must meet or exceed current federal, state, and local standards, including HUD, NFPA 30, NFPA 59A, UFC, API RP 752/753, and Florida Building Code wind borne debris requirements.
