The contractor shall design, implement, and maintain a web-based Portal Tool to serve as a centralized platform for secure communication and data exchange between Hospitals and the Department. The Portal Tool must support data collection, aggregation, submission, automated data analytics, secure data storage, document management, file sharing, and customized reporting for programs including CHASE, UPL, DSH, HAS Fee, HFT, and HCBA. The contractor must develop a Work Plan, conduct thorough testing, provide a Training Plan and Written Instructions Manual, conduct biweekly status meetings, implement a Helpdesk, develop a System Security Plan, and perform annual data aggregation procedures. The contractor must also provide ongoing Portal Tool support and system maintenance, and perform refinements and ad hoc work as requested by the Department.
