The contractor will design, implement, and maintain a web-based Portal Tool that serves as a centralized platform for secure communication and data exchange between Hospitals and the Department. The Portal Tool must support data collection, aggregation, submission, secure storage, file sharing, reporting, and data analytics. It must accept large data uploads in multiple formats, be scalable, maintain HIPAA compliance, and include role-based access controls, data validation, and customizable reports. The contractor will also develop a Work Plan, provide training webinars and a Written Instructions Manual, implement a Helpdesk, and perform annual procedures including aggregating data for CHASE, UPL, DSH, and other programs. The contractor will also handle ad hoc work as approved by the Department.
