The vendor will conduct a comprehensive activity-based cost study to capture all applicable direct, incremental, system, and administrative costs across relevant internal divisions to establish legally defensible cost-recovery amounts and percentage rates for four consolidated cash funds: Prepaid Wireless 911 Charge, Oil and Gas Production Fees, Enterprise Per Ride Fees, and Retail Delivery Fees. The vendor will map processes and gather labor matrices across operating units including the Executive Director's Office, Taxation and Compliance Division, Taxpayer Service Division, Tax Conferee/Office of Appeals, and Tax Policy Unit. Key tasks include statutory authority verification, cost modeling and methodology development, and creation of an annual adjustment framework based on CPI. The final deliverable is a narrative report with recommended adjustments and a mechanism for annual cost-recovery figure adjustments.
