CMS in agreement with the CPO- GS, desires to establish a Joint Purchase Master Contract for Appraisal Services by County to be used by governmental units and qualified not-for-profit agencies. Multiple awards are anticipated.
Services include appraising real estate and preparing Appraisal Reports in accordance with USPAP; reviewing and preparing appraisal review reports in accordance with the Code of Professional Ethics and Standards of Professional Conduct of the Appraisal Institute and USPAP; conducting real estate market research, data analysis, preparing opinions of value, assisting in real estate negotiations, and providing general assistance to staff. All final reports must be certified self-contained appraisal reports specifying the client, intended use, purpose, effective date, real estate, property interest, assignment conditions, scope of work, valuation approaches, highest and best use, information considered, and a signed USPAP certification.
