- The Illinois Department of Transportation (IDOT) is seeking a Vendor to assist current staff and train future staff as they are hired in various audits which will be assigned by the Bureau of Investigations and Compliance (BIC) to the Vendor through a work order process. The Department is required to meet certain requirements under the Grant Accountability and Transparency Act. The Department's goal is to conduct upwards of twenty-five audits per year in order to meet the guidelines noted above. The vendor will assist/train current staff in conducting the audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), Generally Accepted Accounting Principles (GAAP), Part 31 of the 23 U.S.C. 112(b)(2), 23 CFR172, Federal Acquisition Regulation (FAR), the American Association of State Highway Transportation Officials Uniform Audit & Accounting Guide (AASHTO Audit Guide), auditing standards general accepted in the United States, and Departmental Orders as well as any other standards established by the Illinois Department of Transportation. The Vendor could be assigned to respond to external audits such as from the Office of the Auditor General, Freedom of Information Act, or any other entity.
