Our agency is seeking to procure a contract for Pharmacy Benefit Manager (PBM) oversight and reform implementation services, in alignment with the recently passed Prescription Drug Affordability Act (H.B. 1697).
The selected vendor will support enforcement of new regulatory requirements including elimination of spread pricing, prevention of PBM steering practices, facilitation of 100% rebate pass-throughs, development of annual transparency reports, plan audits, market conduct examinations, and provide comprehensive PBM management services and ongoing training to Department staff. The vendor shall develop and deliver training materials, operational guidance, and knowledge transfer support. The Department anticipates awarding up to three contracts (primary, secondary, tertiary). Individual requests for services will be sent first to the primary vendor, who has up to five business days to accept or decline. Services include PBM regulatory oversight, attorney services, pricing specialist services, prescription drug specialist services, fraud auditing and forensic accounting, data specialist services, and training services.
