Proposals must be received no later than 1:30 P.M. prevailing Alaska Time on Thursday, September 24, 2026. Late proposals or amendments will be disqualified and not opened or accepted for evaluation.

Contractors will provide technical assistance to Trust-sponsored initiatives and groups in six key areas. Key Area A – Planning, Governance and Operations supports agencies with analysis and advice on general agency operations, including leadership and board development, strategic planning, and organizational capacity. Key Area B – Monitoring and Evaluation supports review and assessment of non-profit evaluation and monitoring practices, including data-driven decisions, program evaluation, and performance metrics. Key Area C – Growth, Stabilization, and Reduction supports analysis and advice on growth, reduction, and maintenance of services, including market analysis, feasibility analysis, and sustainability analysis. Key Area D – Financial Management supports review and assessment of non-profit financial practices, including fiscal solvency, financial management, budgets, and fund development. Key Area E – Technology Solutions supports review and/or implementation of technology to improve agency operations, including evaluating technology solutions, web development, and IT security policies. Key Area F – Facility-Based Project Planning supports initial planning of a capital project or remodel, including pre-development project visioning and preparation of project-ready architectural programs. Contractors will work with assigned agencies to develop a clearly defined scope of work and budget, and the Trust will issue a Work Order to authorize the start of each project.
