Solicitation number 140FC126R0018 is requesting SF330's, not a Request for Proposal (RFP). Project Name: NM Bitter Lake National Wildlife Refuge (NWR) Topographic and Bathymetric LiDAR.
The U.S. Fish and Wildlife Service has a need for Topographic and Bathymetric LiDAR and Survey services at our Bitter Lake NWR as per the attached Performance Work Statement and attachments. A site visit will be held on August 24, 2026, at 10:30AM Mountain Time. The meeting place will be at the Bitter Lake NWR Visitor Center, located at 4200 E Pine Lodge Rd, Roswell, NM 88201. Attending the site visit is highly recommended and encouraged. The contractor shall provide all personnel, equipment, and services to perform aerial topographic and bathymetric LiDAR acquisition and processing, high-resolution digital orthophotography, and field survey for approximately 40 square miles at Bitter Lake NWR. Work includes establishing survey ground control, collecting LiDAR data with a green-range wavelength laser, producing classified point clouds, DEMs, hydro-flattened breaklines, contours, and orthoimagery. A detailed field survey of 20 water control structures is required. The contractor must submit a Project Plan and Contractor Quality Control Plan (CQCP) within 10 days of NTP. LiDAR flights must occur between November 2026 and February 2027, within two weeks of Bitter Creek clearing by the Refuge.
