This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. To be considered for award, please follow the instructions included in Section 3 of the INL-RFQ Document.

This procurement action is being conducted in accordance with the statutory authority of FAR Part 6.302-1, which states that only one brand-name and no other will satisfy Embassy Bogota requirements.
Interested parties that consider themselves capable of satisfying the Government's requirements described herein are invited to submit a capability statement demonstrating their qualifications and ability to perform the required services. Capability statements shall be submitted in writing via email to Andres Alejo at AlejoA@state.gov. Responses must be received no later than 4:00 p.m. (Bogotá, Colombia Time) on September 14, 2026. Responses received after the specified date and time may not be considered.
The contractor shall provide a 12-month renewal of the GrayKey Mobile Premier Unlimited License covering two devices with unlimited iOS and Android extractions, including technical support and software/firmware updates. The license activation is completed entirely online. The renewal period is from September 30, 2026, to September 29, 2027. The contractor shall provide instructions for online activation and ensure continuity of forensic extraction capabilities.
