Pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.202, the Bureau of Land Management (BLM) is issuing a combined synopsis/solicitation for the acquisition of Wild Horse and Burro (WH&B) Corral Services in Pauls Valley, Oklahoma.
(i) Solicitation number 140L0126Q0006 is issued as a Request for Quotation (RFQ) for WH&B corral services in accordance with the Statement of Work (SOW). This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
(ii) This acquisition is set-aside for Indian-Owned Small Business Economic Enterprises (ISBEEs). The NAICS associated with this solicitation is 115210, support activities for animal production, size standard of $11 million.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
(iii) Please refer to Provisions (RFQ Section K) for provisions that apply to this acquisition and FAR 52.212-1 Addendum Instructions to Quoters (RFQ Section L) for additional provision instructions.
(iv) A list of contract clauses that apply to the acquisition can be accessed in Clauses (RFQ Section I).
(v) Quotations are due no later than September 30, 2026 at 12:00 p.m. Eastern Time (ET). Quotations shall be submitted via electronic mail to the point of contact listed below in section (viii).
(vi) All responsible sources may submit a quotation, which will be considered by the agency.
(vii) Interested parties may submit any questions about this solicitation by email to the contact in section (viii) no later than September 21, 2026 at 12:00 p.m. ET. Answers will be posted as an RFQ amendment on SAM.gov within 5 business days after the question period closes.

The contractor shall provide all land, facilities, facility maintenance, water and associated infrastructure, and labor and equipment to feed/supplement necessary to perform the requirements of the Statement of Work. The primary task of the ORC facility is to serve as maintenance and private care placement corrals to WHBs within 50 miles of Pauls Valley, Oklahoma. The work consists of providing and maintaining holding corrals or pastures and providing labor and equipment to feed WHBs. The contractor must supply all facility infrastructure, labor, and services that meet or exceed the requirements specified in the Comprehensive Animal Welfare Program (CAWP) Standards for Off-Range Corral Facilities. Specific tasks include: providing corrals and adequate facilities to load and unload wild horses and burros; providing feed and water for all animals on a daily basis; maintaining animals in at least a moderate body condition score; providing observation on a daily basis; maintaining facility specifications including corral height, space per animal, loading chutes, covered working area, and holding pastures; and complying with all CAWP standards.
