Solicitation number 12639526Q0246 is issued as a Request for Quotation (RFQ) for The NVS seeks to purchase mobile VWS required to meet the response requirements of National
Security Memorandum 16 in the event of a damaging animal disease outbreak. The VWS will
be used for cleaning and disinfection of the exterior surfaces of potentially contaminated vehicles
and equipment leaving infected premises and must be designed to clean (with water and
detergent) tops of vehicles, the undercarriage, tires, wheel wells and sides of various sized
vehicles ranging from passenger cars up to a 53-foot semitruck (e.g., livestock trailers) and
trailer followed by a disinfection step.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 336320 The small business size standard is $10 mil This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
The contractor shall provide up to 10 fully portable vehicle wash stations capable of cleaning and disinfecting vehicles ranging from passenger cars to 53-foot semitrucks and trailers. Systems must clean tops, undercarriage, tires, wheel wells, and sides using water and detergent, followed by a disinfection step, processing each vehicle in 30 minutes or less. Stations must be transportable by a 1-ton truck or less, operationally ready within 2–4 hours of onsite delivery by 1–3 personnel without material handling equipment, capable of operating in temperatures from −20°F to +120°F and all weather conditions without enclosed space or heat. The contractor shall conduct first article testing under realistic operational conditions using vehicles ranging from passenger cars to livestock trailers; provide technical manuals 30 days prior to first article test; deliver a one-year replacement warranty; provide one-day on-site training upon delivery of the first unit covering inspection, maintenance, setup, operation, assembly, disassembly, storage, transportation, and cleaning; supply training aids, tools, and technical literature; provide a video and/or thumb drive describing safe operation and maintenance; and deliver a contingency operations repair parts list to support field-level maintenance. Delivery must begin within 60 days of award and be completed within 180 days.
