The laboratory's validated methods (AOAC Official Method 990.03 and LIB 4635) require nitrogen determination by combustion on a Leco nitrogen/protein analyzer; the instrument replaces an obsolete, unserviceable Leco TruMac and the laboratory capability is currently down. The supporting single-source/brand-name justification (redacted) is attached to this notice as required. "Or equal" substitutes will not be evaluated.

This notice of intent is not a request for competitive quotations; however, any responsible source that believes it can meet the requirement exactly as stated may submit a quotation and identify its capability in writing by July 29, 2026, 12:00 PM ET, and the Government will consider any such response. A determination not to compete this action based upon responses to this notice is solely within the discretion of the Government.

System delivery is required no later than 30 days after award, FOB Destination, Atlanta, GA, with installation within 2 weeks of receipt of equipment. NAICS 334516; PSC 6640; the estimated value is below the Simplified Acquisition Threshold and the acquisition is conducted under FAR Parts 12 and 13. Price reasonableness will be determined through price analysis. FAR 52.212-1, 52.212-3, 52.212-4, 52.212-5, and 52.217-9 apply. Active SAM.gov registration is required for award.
