PRE‑SOLICITATION NOTICE OF INTENT NON‑COMPETITIVE
Notice of Intent to Sole Source: WAPA Wide custom, web-based, interactive training curriculum – Ethos Systems, Inc.
The Department of Energy (DOE) / Western Area Power Administration (WAPA) intends to issue a sole source award, under the authority of RFO FAR 12.201-1 Simplified Procedures for Acquisition of Commercial Products and Commercial Services (IAW 41 U.S.C.1901 Simplified Acquisition Procedures), to ETHOS SYSTEMS,INC., of Redwood City, California.
This is a sole source acquisition to Ethos Systems, Inc., uniquely qualified to provide a “Custom, web-based, interactive training curriculum to be delivered as a fully compiled, sharable content objective reference model Self-Contained and Mobile Accessible (SCORM) conformant package” for Western Area Power Administration. The resulting procurement will be conducted in accordance with RFO FAR Parts 12. The North American Industry Classification System (NAICS) code for this acquisition is 611710 Educational Support Services; small business size standard is $24.000,000 million.

Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date and time specified on this notice. Responses must be supported with clear and convincing evidence that clearly articulate the company's ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
The contractor shall develop and deliver one custom Substation Safety Training Course addressing electrical safety training requirements for personnel requiring substation access. The course must be self-contained, mobile-accessible, Section 508-compliant, and SCORM-conformant for WAPA's Workday LMS. It must cover thirteen core training topics from WAPA's Substation Access Requirements Policy, including hazard awareness, minimum approach distance, arc flash boundaries, PPE, and substation entry/exit procedures. Deliverables include the SCORM package, source HTML/CSS/JavaScript files, an assessment item bank with answer rationales, an audit trail, Section 508 documentation, and a virtual administrative handoff session. Total project duration is 30–45 days from award.
