This acquisition shall be procured as full and open.

DESCRIPTION OF REQUIREMENT

The U.S. Agency for Global Media (USAGM) Kuwait Transmitting Station requires two high-voltage power transformers, with specifications equivalent to NWL, Inc. Further details are described in Attachment A – Performance Work Statement, to this solicitation.

CONTRACT TYPE

The Government intends to award a firm-fixed price contract.

PERIOD OF PERFORMANCE

The anticipated duration of this contract shall be contracted for no longer than 6-months after the date of contract award.

(a) ADDENDA:

(1) BASIS OF AWARD

The Government’s intent to issue an award to the Offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA) proposal. LPTA is defined as submission of a proposal that complies with all terms and conditions contained within the solicitation that is also the lowest price. One (1) award will be made on a Lowest Priced Technically Acceptable (LPTA) basis, considering two (2) evaluation factors and price.

(2) SOLICITATION DATES / TIME:

SUBMISSION OF QUESTIONS DUE DATE: Deadline for receipt of questions are due no later than 12:00 PM Eastern Time (ET) on Fri., 24 July 2026.

Offerors may submit written questions regarding the solicitation via e-mail to Nicole Wright, Contracting Officer at NWright@usagm.gov and Natalie Ellis, Contracting Officer at NEllis@usagm.gov. Questions received after this date run the risk of not being answered. Only written questions will receive a response. It is required that each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.
