The National Center on Law and Elder Rights (NCLER) is a national resource and support center required under the Older Americans Act (OAA) Section 420(a)(1). NCLER provides technical assistance, support, and training to professionals and advocates working in legal assistance, elder rights, and associated aging services networks. NCLER’s goal is to improve the delivery of legal assistance services to older adults with greatest economic or social needs and to improve the capacity of the aging services network to better meet the needs of older adults through a systems-level focus.
The contractor shall perform work under five objectives: (1) Project Management, including a kickoff meeting, work plan, quality assurance plan, status meetings and reports, resource support needs assessment, and website maintenance; (2) Training, including at least six trainings per year for the aging services network and supplemental materials; (3) Substantive Legal Advice and Assistance, including at least six trainings per year for legal assistance providers and supplemental materials; (4) Legal Assistance Delivery Systems, including a technical assistance plan and meetings for ACL discretionary grantees; and (5) Case Consultations, providing expert advice or referrals not to exceed 450 request responses per contract year. The contractor must also maintain trackers for training and case consultation activities.
