(I) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in part 12 - Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(II) The solicitation number is NB672000-26-02019 and this solicitation is a Request for Quotation (RFQ). This acquisition is being solicited as unrestricted.
(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 dated 3/13/2026. This document includes references to the Federal Acquisition Regulation (FAR). Per Procurement Memorandum (PM) 2026-06, the Department of Commerce has issued a class deviation to implement the Revolutionary FAR Overhaul (RFO) and adopt the RFO model deviated text.
(IV) The associated North American Industry Classification System (NAICS) code for this procurement is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a small business size standard of 750 employees.

The contractor must provide one Phase Noise Analyzer meeting specifications including 4 signal inputs, input frequency range from 1 MHz to 100 MHz or greater, max measurable frequency offset from carrier of 10 MHz or greater, support for different signal and reference frequencies, support for phase and amplitude noise versus frequency with residual white noise floor -175 dBc/Hz or lower, support for Allan deviation measurement with 10^-16 / sqrt(tau) noise floor or lower, support for phase and frequency streaming output with up to 10 Hz or greater bandwidth, Ethernet interface with API for computer control and data streaming, and a fully enclosed benchtop instrument. Delivery is to NIST-Boulder, 325 Broadway, Boulder, CO 80305, no later than 30 APR 27.
