Requirement & Scope of Work
The Department of the Air Force, Nonappropriated Fund Instrumentality (NAFI), issues this combined synopsis/solicitation to procure all necessary labor, supervision, materials, tools, transportation, and equipment required to design, furnish, and install a complete wet-pipe automatic fire suppression system in Building 450. The scope includes associated HVAC modernization, architectural adjustments, electrical work, and plumbing tie-ins as detailed in the attached Statement of Work and project specifications for Project CTGB 13-2020.
Nonappropriated Fund Instrumentality (NAFI) Notice:
This is a procurement by a Nonappropriated Fund Instrumentality (NAFI) of the Department of the Air Force. The NAFI is an integral part of the Department of Defense and is an instrumentality of the United States Government. No appropriated funds of the United States shall become due or be paid to the Contractor by reason of this contract. This procurement is conducted in accordance with DAFMAN 64-119 and DoDI 4105.67, and is not subject to the Contract Disputes Act of 1978 or the FAR unless expressly referenced.
Schedule of Events & Milestones
The solicitation is officially issued on September 2, 2026. An organized site visit will be conducted on September 17, 2026, at 10:00 AM Eastern Time; all prospective offerors are encouraged to attend and must coordinate base access requirements prior to the visit. EMAIL the Contracting Officer to RSVP and receive base access background check steps at least 4 business days prior to the site visit.
All technical and administrative questions regarding this solicitation must be submitted in writing no later than September 24, 2026, at 10:00 AM Eastern Time. The solicitation closes, and all proposals must be received, no later than October 8, 2026, at 10:00 AM Eastern Time. Late submissions will not be considered.

The Design-Build contractor shall design and construct a new, heated, self-supporting interior office space and an operational wet-pipe automatic fire suppression system protecting the new interior office area only within Building 450. The contractor shall provide a complete architectural and multi-disciplinary engineering design package and execute all procurement, site work, construction, and commissioning operations. The work includes constructing a freestanding, self-supporting 32' x 16' (512 sq. ft.) interior office enclosure with a 1-hour fire-resistance-rated envelope, installing a wet-pipe automatic fire sprinkler system per NFPA 13 (Light Hazard), constructing a dedicated heated 1-hour fire-rated mechanical/riser room, installing an exterior FDC with a 2.5-inch female NST Siamese coupling, installing a new commercial-grade fire hydrant and Post Indicator Valve (PIV), installing an exterior freeze-proof hose bib, designing and installing a high-efficiency mini-split heat pump or PTAC, performing a comprehensive electrical load calculation, coordinating with Miami-Cass REMC / Peru Utilities to evaluate the existing 30kVA transformer, installing energy-efficient LED recessed lighting and emergency battery backup lighting, excavating and installing a new underground dedicated fire service water line, installing an approved double-check backflow prevention assembly (DCBA) or reduced pressure zone (RPZ) device, integrating all initiating devices and notification appliances with the Base central receiving system via an addressable Monaco radio transceiver, installing emergency communication strobes and speakers integrated with the base-wide MNS network, and performing hydraulic and hydrostatic testing, alarm commissioning, training, and closeout deliverables.
