The Federal Bureau of Prisons, Federal Correctional Institution FCI Ashland, intends to issue solicitation RFQ15B10227Q00000005 for Quarterly Subsistence, specifically including requirements for Subsistence, Bread, Eggs, and Dairy products. In accordance with the Revolutionary FAR Overhaul (RFO) initiative, the award will be made to the responsible offeror whose quote is most advantageous to the Government, using price and past performance as evaluation factors; price will be weighted more heavily than past performance.
The solicitation will be available on or about August 6, 2026, and will be posted exclusively to SAM.gov. Interested parties are responsible for monitoring this site for any amendments or updates. All bids must be received no later than August 14, 2026, at 12:00 PM EST. Please note that deliveries will not be accepted prior to October 1, 2026.
Payments will be processed via Electronic Funds Transfer (EFT) or by Government Purchase Card for awards of $15,000.00 or less. In accordance with the streamlined SAM.gov registration process under the RFO, all offerors must have an active registration and completed representations and certifications within the system at the time of quotation. The contractor must provide a firm-fixed-price for the delivery of a wide range of food products including dry beans, canned beans, rice, pasta, corn meal, cereal, peanut butter, soy products, shortening, butter, margarine, dressings, condiments, jelly, sugars, syrup, pastries, pizza, taco shells, tortillas, tomato products, canned vegetables, frozen vegetables, canned and frozen fruits, sauces, tuna, spices, soup bases, beef, chicken, fish, pork, turkey, cheese, dairy, bread, eggs, beverages, fresh fruit, fresh vegetables, and additional items such as salsa, biscuits, disposable sporks, trash bags, cornbread mix, ham, Cornish hen, and chicken wings. Delivery is scheduled from October 1, 2026 through December 31, 2026, with bread as a weekly order. All items must comply with the BOP National Menu Specifications and applicable Federal, State, and local regulations.
