This is a solicitation for non-commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR)/Revolutionary FAR Overhaul (RFO) Subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland, intends to award a firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures for REPLATE HEAD, AND NOZZLE, TRACK, TUBE MOTOR AND MOUNT. This solicitation will be competed as a total small business set-aside.
Solicitation Details
Quotes are being requested under Request for Quotations (RFQ) N0017426Q1067. The applicable North American Industry Classification System (NAICS) code is 332710 and the associated small business size standard is 600 employees.
The solicitation document and incorporated provisions and clauses are those in effect through the FAR/RFO. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507.
Technical Drawings
If interested, technical drawings need to be requested by contractor prior to submission date. ITAR certification is required to be provided prior to technical drawing release. Drawing requests must be made via email to Francine.l.keys.civ@us.navy.mil , and marlene.l.ridgell.civ@us.navy.mil by Monday, 13 July 2026, 8:00 AM EST.
Basis for Award
The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a Lowest Price Technically Acceptable (LPTA) basis. The Government intends to evaluate quotations and award a purchase order without discussion.
Evaluation Factors:
Technical: Quotes must reflect the required specifications and the exact brand specified in the Statement of Work.
Price: Quotes must include all applicable costs, including shipping and handling.

Submission Instructions
Quote packages are due by 17 July, 2026, at 10:00 AM EST. Late quotes will not be considered. Quote packages shall be sent via email to Francine.l.keys.civ@us.navy.mil and must contain a cover sheet that provides the following information:
Official Company Name;
Point of Contact (including name, email address, and phone number); and
Unique Entity Identifier (UEI) and CAGE Code.

The Contractor shall fabricate, inspect, test, and deliver components in accordance with applicable drawings and specifications. The Mount, Head, Nozzle, Motor Tube, and Retainer are to be cadmium plated per AMS-QQ-P-416G; the Track and Cam are to be PPS coated per drawings 10551421 Note 8, 10551411 Note 4, and Request for Variance 4517-25. The Contractor must clean all surfaces prior to stripping and re-plating, provide tooling, maintain a quality system per ISO 9001:2015, and submit a Certificate of Completion per CDRL A001. Deliverables include 125 each of seven part numbers and one CDRL, with delivery by 30 September 2026.
