The CHIPS Program Office (CPO) requires access to a comprehensive financial and market intelligence platform that provides current and historical financial, operational, ownership, industry, and market data for both public and private companies. The platform will support the evaluation of grant and loan applicants, portfolio monitoring activities, compliance reviews, risk assessments, due diligence efforts, and industry analysis associated with programs authorized under the CHIPS and Science Act.
The selected solution shall provide an integrated environment for accessing, analyzing, modeling, and reporting on company financial information and industry data relevant to the semiconductor ecosystem and related supply chains, and provide reporting downloads and exports into Microsoft excel.

The contractor shall provide subscription-based access to a commercial financial intelligence platform with capabilities including: current and historical financial statements for public and private companies; private company profiles, ownership data, funding history, and venture capital/private equity transaction information; a multi-sector industry classification framework with 6 levels of depth; supply chain mapping and ecosystem analysis; ownership structure visualization; searchable access to company filings, earnings call transcripts, news, and research; AI-assisted document review, summarization, and sentiment analysis; Microsoft Excel integration via an add-in with refreshable data feeds; peer comparison and benchmarking tools; and secure cloud-based access. The contractor shall provide up to 23 platform access licenses/subscriptions, user account provisioning, technical support, and training materials.
