(I) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in part 12 - Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(II) The solicitation number is NB672000-26-02300 and this solicitation is a Request for Quotation (RFQ). This acquisition is being solicited as unrestricted.
(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 dated 3/13/2026. This document includes references to the Federal Acquisition Regulation (FAR). Per Procurement Memorandum (PM) 2026-06, the Department of Commerce has issued a class deviation to implement the Revolutionary FAR Overhaul (RFO) and adopt the RFO model deviated text.
(IV) The associated North American Industry Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.

The contractor must provide one reflective LCOS spatial light modulator providing phase-only modulation, optimized for 1000 nm to 1550 nm, with continuous programmable phase modulation >2π radians, minimum active resolution 1272 × 1024 pixels, maximum pixel pitch 12.5 µm, minimum effective modulation area 15.9 mm × 12.8 mm, minimum optical fill factor 96%, minimum optical efficiency 80% at 1550 nm, support spatial frequencies up to at least 40 line pairs/mm, rise time ≤30 ms and fall time ≤140 ms. The contractor must also provide one Multi-Demodulator that extends the total number of demodulators to 8 and internal oscillators to 8. Delivery is to NIST-Boulder, 325 Broadway, Boulder, CO 80305. The contractor must possess an active SAM.gov registration, an ECCN, and a UEI at time of award.
