Description:
The Federal Bureau of Prisons (FBOP), FCI Cumberland, intends to issue a solicitation to refurbish the institution’s wastewater lift station. Work includes demolition and removal of existing pumps, grinder, auger, electrical disconnects, transfer switch, and controls; installation of new lift station equipment; electrical upgrades; controls modernization; testing; commissioning; and staff training. All work must maintain continuous sewage system operation and comply with Federal, State, Local, NEC, NFPA 820, OSHA, and FBOP security requirements.

Scope of Work Includes: (See attached Statement of Work)
• Removal and disposal of existing lift station equipment.
• Installation of new stainless‑steel NEMA 4X control panel with PLC/relay logic, VFDs, starters, surge protection, HOA switches.
• New level‑sensing system with redundancy and audio/visual alarms.
• Installation of new grinder, auger, diverters, three wet‑well pumps, and three spare pumps.
• Replacement of incoming disconnects, automatic transfer switch, and associated wiring.
• Upgraded grounding, conduits, surge/lightning protection, and fail‑safe logic.
• Full functional testing, hydrostatic testing, manufacturer startup, and calibration.
• Minimum 6 hours of on‑site training and provision of all as‑built documentation, O&M manuals, warranties, schematics, and PLC programming.

The contractor shall furnish all labor, materials, equipment, tools, supervision, permits, security-compliant access coordination, testing, startup, training, and warranties necessary to complete the refurbishment of the wastewater lift station at FCI Cumberland. Work includes: safely de-energizing, lockout/tagout, and removing existing auger, grinder, grinder pump, incoming disconnects, transfer switch and controls; disposing of removed equipment; cleaning and preparing trough and wet well; installing a new NEMA 4X control panel with PLC/relay logic, VFDs, starters, circuit breakers, surge protection, and HOA switches; installing a new wet well level control system with redundant backup and audio/visual alarms; furnishing and installing (1) material grinder, (1) material auger, (3) bypass diverters, (3) wet well pumps, and (3) spare wet well pumps; upgrading wiring, conduits, and grounding per NEC and NFPA standards; replacing the two incoming electrical power disconnects, the automatic transfer switch, and load side wiring; providing upgraded lightning/surge protection and phase monitoring; implementing fail-safe logic; conducting hydrostatic and performance testing of all pumps; performing full functional testing of controls and alarms; performing startup and field calibration by manufacturer's representative; training facility maintenance staff (minimum 6 hours); and providing as-built drawings, O&M manuals, warranties, pump curves, control schematics, PLC programming documentation, and spare parts list.
