NASA, Marshall Space Flight Center (MSFC) is acquiring a next-generation computed tomography (CT) inspection system to restore and enhance essential nondestructive evaluation capabilities. See the attached SOW for the full details of this requirement, the Combined Synposis, and the SF1449.

Q1: Is this going into an existing vault?
A1: Yes.
Q1(a): If yes, can we visit in person to evaluate the vault?
A1a: No. The dimensions of the cell are located in Section 13.2 of the SOW: 50 feet clear length, 19 feet clear width, and 14 feet clear height. Section 13.3 contains dimensions for the bay doors (13 feet clear height × 10 feet clear width).
Q2: What are the limitations for getting the new equipment into the building?
A2: Equipment will be brought into the building through an overhead door capable of accommodating the component sizes specified in the SOW. Heavy lifts and movement will be provided by the customer.
Q3: Can we assume all installation and support personnel need to be U.S. citizens?
A3: The solicitation does not require installation and support personnel to be U.S. citizens. However, the Government notes that all personnel (regardless of nationality) who require access to MSFC will need this access coordinated through the Office of Protective Services. Foreign national access is determined on a case-by-case basis and access will need to conform with NASA and federal policies and regulations.
Q4: Section 5(b)(iii) reconstruction requirement evaluation?
A4: NASA will supply test articles of sufficient dimensions and with incorporated known geometric features to assess performance qualitatively and quantitatively.
Q5: Section 15 – Alternative FAT approaches?
A5: Factory acceptance testing (FAT), as written in the Statement of Work, is a significant element in assessing acceptability of the completed and installed product. Alternate approaches to FAT requirements established in the SOW will be graded accordingly.
Q6: Can you please confirm this solicitation is small business set aside (less than 750 employees)?
A6: Yes, the solicitation is correctly designated as a small business set-aside.
Q6a: Small businesses are typically based on less than 1500 employees based on the way the NAICS reads. Is there a reason this solicitation is different?
A6a: Some manufacturing NAICS codes do have size standards of 1,000 or 1,500 employees, but 333248 is not one of them. Its assigned threshold is 750 employees per SBA regulation.

The contractor must fabricate, test, deliver, and install a new computed tomography and digital radiography (CT/DR) system at NASA MSFC in Huntsville, AL. The system includes a dual-energy linear accelerator, two DDA panels, one LDA, a turntable, motion control system, gantry frame, computer hardware and software, and a safety system. The contractor must perform a design review, factory acceptance test, delivery, installation, and onsite acceptance test. The system must be capable of inspecting objects in a 60-inch diameter by 60-inch height envelope with a maximum weight of 3,000 pounds, and must support multiple CT and DR scan modes. All components are warranted for one year after NASA acceptance.
