The Naval Air Warfare Center Aircraft Division (NAWCAD) announces the release of Request for Quote (RFQ) N68335-26-Q-1166 for the competitive procurement of a Firm-Fixed-Price (FFP) contract. This requirement is for eight (8) Acoustic Attenuators (P/N: 6509861-1, NSN: 4920-01-216-8033) in support of the H-60 Helicopter Program. This solicitation is being issued as a 100% Small Business Set-Aside in accordance with FAR Part 19. Technical Data Package and Export Control Requirements
This solicitation includes DFARS 252.204-7025, Notice of Cybersecurity Maturity Model Certification (CMMC) Requirements. The technical data package contains Controlled Unclassified Information (CUI). Offerors must obtain access to the CUI drawing package to prepare a proposal. Proof of CMMC Level 2 (Self) Assessment certification is required to request access to the technical data package. Refer to Section A of the solicitation document for full instructions regarding CMMC.
The Government owns the Build-to-Print Technical Drawing Package, which is considered Export Controlled. All Offerors must possess a current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to request access to the drawings. Drawings will be provided to the designated data custodian listed on the certified DD Form 2345 via the DoD SAFE website. Refer to Section A of the solicitation document for full instructions regarding DD Form 2345.

The contractor shall manufacture, assemble, qualify, and deliver eight (8) Acoustic Attenuators (P/N 6509861-1) in accordance with the design and performance specifications in the Statement of Work and Technical Drawing Package. The manufacturing, assembly, and production of end items shall be accomplished at the contractor's facilities. Delivery is required 90 days after date of contract award. The contractor must also comply with Cybersecurity Maturity Model Certification Level 2 (Self) requirements, item unique identification marking per MIL-STD-130N, and packaging and shipping per MIL-STD-129 and other DoD regulations.
