Presolicitation Notice
The U.S. General Services Administration (GSA), on behalf of the U.S. Department of Energy-National Nuclear Security Administration, intends to issue a Request for Proposals for the award of a single firm-fixed-price construction contract for a design-bid-build project for the development of a Joint Cyber Facility at the Denver Federal Center in Lakewood, Colorado.

Project Description
This requirement for a new turnkey Facility consists of approximately 23,688 square feet of combined office and support space, including approximately 16,000 square feet of finished office workspace and 7,688 square feet of existing mechanical and electrical rooms supporting the space. The project includes integration of existing equipment from a prior data center installation. The finished space includes a reception area, offices, conference rooms, cubicles, pantry, server room and a video conferencing room.
Construction and tenant build-out will occur within an occupied facility, necessitating coordination with active surrounding tenants. Work includes, demolition, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, audio visual system infrastructure, security infrastructure, equipment and coordinating installation of system furniture components, all of which must adhere to accreditation requirements and standards.
Procurement Information
GSA intends to conduct a competitive negotiated procurement under FAR Part 15 and award a single firm-fixed-price construction contract using a best value tradeoff selection approach.
This procurement will be solicited as full and open competition under NAICS 236220 - Commercial and Institutional Building Construction.
GSA anticipates an estimated construction value approximately $10 to $20 million.

Solicitation Information
GSA anticipates issuing the Request for Proposals during the latter part of September 2026. All provided timelines are projections and remain subject to change.
