The purpose of this Commercial Solution Opportunity (CSO) is to seek out qualified vendors who have experience manufacturing an Automated Fluidized Bed Mixer Facility Modernization for end use at Pine Bluff Arsenal. This announcement is in support of market research performed by the Army Contract Command - Rock Island to determine interest and capability to provide the supply defined within this CSO.
This CSO will utilize a solicitation process authorized by RFO DFARS 212.70. Under this CSO, the DoW will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting officers may competitively select quotes received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of quotes by scientific, technological, or other subject matter experts. The contractor must provide an automated, high-precision mixing, granulation, and drying fluidized bed mixer system (800 to 1200lb batch capacity) to replace a 25+ year-old legacy system for producing colored smoke energetics. The system must include material de-clumping, weighing, and transferring solutions that minimize particulates, and handle highly hygroscopic materials (sugar and potassium chlorate) in high-humidity environments. The solution must achieve a minimum 30% throughput improvement, sub-millimeter granulation consistency, 95% operational availability, 95% repeatability, and raw material weighing accuracy within 1.5%. Safety requirements include automated fail-safe shutdown protocols, a High-Speed Fire Detection and Suppression System, and automated venting for closed systems. The equipment must be compatible with specified chemicals and rated for Class I & II, Division 1 hazardous environments where noted. The contractor must submit a Phase 1 Solution Brief (5-page paper or 15-slide deck), and if invited, proceed to Phase 2 (Pitch) and Phase 3 (Full Quote including SOW, FFP pricing, and detailed technical specifications).
