RCW 31.04.045 requires each Washington consumer loan license applicant to file a surety bond running to the state of Washington as obligee, for the use and benefit of the state and of any person having a cause of action against the licensee, covering all moneys that become due and owing under chapter 31.04 RCW. The minimum bond is $30,000, and the director sets the amount by rule based on the annual dollar amount of loans originated or residential mortgage loans serviced. WAC 208-620-320 sets those tiers: $30,000 for zero to $20 million, $50,000 for $20 to $40 million, $100,000 for $40 to $50 million, and $150,000 for $50 million and above.
