Under § 58.1-2211, suppliers must file a bond or certificate of deposit conditioned on compliance with the Virginia Fuels Tax Act, payable to the Commonwealth. Subsection A(1) fixes the amount at $2,000,000 for a supplier who is a position holder or receives fuel in a two-party exchange, a permissive supplier, a terminal operator, and a bonded importer. A supplier that only provides fuel alcohol posts three times its average expected monthly tax liability, not less than $2,000 nor more than $300,000.
