Indiana's Lakes Preservation Act (IC 14-26-2) makes the natural resources and scenic beauty of public freshwater lakes a public right, and requires DNR authorization for work at or lakeward of the shoreline. The DNR's rules in 312 IAC 11 govern piers, including group piers that serve multiple property owners or a development.
When the DNR issues a group dock / group pier permit, it can require a $5,000 surety bond as a condition. The bond guarantees the permittee will build, maintain, and operate the group pier in line with the permit and the Lake Preservation Act rules — protecting the lake and the public's interest in it.
