What the alcohol fuel producer bond covers

An alcohol fuel plant (AFP) is a type of distilled spirits plant, authorized under 26 U.S.C. 5181 and established under 27 CFR part 19, subpart X, solely to produce, process, store, and use or distribute spirits for fuel use. TTB classifies AFPs as small, medium, or large, with different application and bonding rules by size.

A key point: an applicant is generally not required to furnish a bond to establish a small plant as long as it conducts bona fide production operations. A bond is typically required when a plant receives spirits without producing them, or for medium and large plants — the penal sum is set per the regulations for your size.

So unlike most bonds we write, many alcohol fuel producers do not need one at all. If TTB has told you a bond is required for your plant, or your operation falls outside the small-producing exemption, we issue it at a flat 3% with no credit pull on standard amounts.
